Read Batman Family before writing this.
The idea of what Gotham's like when Batman's with the League keeps poking at the edges of my thoughts. basically, Bruce is out of town (JLA beeswax--- "Identity Crisis" happens after Tim had to quit, so this can happen between "Unmasked" and IC-the-previous) Include looking around Gotham thinking about the post-Earthquake changes.
That Gotham Genfic thing you were toying with would make a great story about the intersection between fate and will. [which is to say, Officer Grayson got transferred to Gotham, Steph doesn't get/refuses to be fired, there is no gang war, and Tim comes back to Robining after something very like "Heart,Humble" combined with Steph and Dick and Cass all separately asking him to.] <---during story they ask him, one after the other.]
Cass, Steph, Dick, Babs, Alfred, and dream-Jason, in that order, ask Tim to get back in the game (Cass via note)
The story starts with someone trying to mug Tim and Tim going all ninja on their ass. [Actually, Tim saves a woman on the subway.] So. Tim goes Plainclothes Robin, thinks "I miss doing that", thinks "no, that's not me anymore" It includes Steph and Nightwing struggling to cope with a rash of kidnappings and the ensuing rise in crime when the wrong class of folks get blamed, Steph bugging Tim to come back ("why can't there be two Robins?") and trainsurfing (see this from Robin Daily :

In the background: Tim's father found out he was Robin some way that's either unspecified or at least more in character than that damn diary. that's in the background. [Betty suggests "Jack's outside smoking, he sees Robin climb in his son's window. He's not that dumb."] Then "Heart, Humble" happens.
Steph, meanwhile, is taking care of Gotham while Babs is away with the Birds on a mission, Cass is searching for her mother (she would have done it anyway) and Dick is laid up somehow (He fought Tarantula and she hurt him a lot worse, or something.)

Abductions of teenagers who were kids who stayed in Gotham during NML
This causes a wave of assaults due to racial tensions and a particular group getting blamed erroneously for the disappearances. Meanwhile, wacky stuff starts happening around the Gotham Planetary Scale Model. (using a map of Boston's and a map of Gotham, map out locations of the Scale model.) Dead people showing up, etc, looking the way they did 3 to 5 years ago. People map to planets: someone old and small for Pluto, someone fertile for Earth, etc. Tim figures it out thinking of D&D, which he used to play, and Steph laughs her head off at him.
Also, a scene of a violent interaction with Red Hood where he says that if Tim were still pretending to be Robin he'd kick his ass, and an erotic/friendly dream of Robin!Jason. Since his throat was slit Tim hadn't felt quite so friendly to Jason.]
Meanwhile, Tim and Steph go on a really-long-time-coming date.
petronelle: yay a date!
brown_betty: Soda! Milkshakes! Popcorn!
petronelle: Making out!
brown_betty: villains!
rubynye: And when they get into a cab the driver doesn't take them to their destination. They briefly debate whether or not to jump out or subdue him, but decide to wait and see. [ Includes Tim and Steph in a cab laughing, and Tim sees a sticker pasted over another sticker (sees through because sunlight is shining through both) and they let themselves be captured to crack the case. Steph teases Tim, who says "I would have figured it out eventually."]
rubynye: And they discover another OG slavery ring.
rubynye: Original Gothamite.
petronelle: Oh. Yes.
rubynye: So they bust it up, etc.
petronelle: yay ROBINS.
rubynye: And Steph says to Tim, "wasn't that the best date ever?" and Tim cannot deny.
brown_betty: And are ridiculously sexy while doing so.
petronelle: And then they make out!
rubynye: And she says, "c'mon, come back. Who says there can't be two Robins?" And then they make out.
Magical fuckery and crime wave still going though (crimes of opportunity disguised as racial attacks). and then by Jupiter or Saturn (whichever one Tim passes on his daily daytime commute) he and Steph see Robin!Jason, brought back from dead/forward in time, briefly. Since Jason was once dead but isn't anymore, his appareance tells them that the magic is bringing people back from the dead as they were years ago, both back from death and forward in time.
They discover that one of the abducted OGs has a younger sibling who used magic to try to find them/bring them back. This particular OG turns out to be dead, having resisted the abductors/ a new owner or tryer-outer to the point of fatal injury. The door between the living and the dead is open because of pre-Infinite Crisis fuckery-- hints of that. The two Robins stop the person before they can bring about the mass return indicated by the asteroid belt, comfort the person, and go off together as Robin and Robin. Bruce comes home to two Robins.

The co-Robins are looking for someone, maybe a snitch, and track him to a plant w/a furnace and by realizing it's warm and calculating how long it's been since it was on they realize it was 2 days ago and he died 2 days ago. They find his incinerated glasses frames in the furnace.

rubynye: kinda sorta. Not really wrt Bruce, except to have the Robins around to say "that's fucked up, yo" and try to catch him and fail.

Tim is standing on a steamy subway platform.
The hot dog vendor who is talking to a cop, smiling prettily and looking scared. She gives him a free hot dog and a kiss, and Tim wonders if she needs a guardian angel, [and wishes he could be that angel] but he can't because he's not a Bat anymore.
Under cover of reading the truly bad Summer Blockbuster novel, he checks out the people beside him. Woman beside him in [insert description of a cute girl here] Man beside him has tattoos [green ink type] that don't seem to fit any gang affiliation, but then, Tim doesn't have access to the latest info. Depressive thought, cheering up by reading "stay off the tracks" and thinking about how to walk on them. Rumble of train approaching, and then down the platform someone pushes a woman onto the tracks.
Tim is on a subway platform when he sees a man knock a woman onto the tracks. He jumps down, asks her if she can climb, boots her up [ soft round ass -- inappropriate thought -- ] and flips himself out of the way of the approaching train. Then he chases the guy across the tracks, stops him, ties him up with his sweatshirt, and leaves him for the transit cops.
Figure out how Tim subsequently escapes.
Use in a big fight scene: someone knocks Steph out and kicks her off a roof. Tim is 1) upset and 2) in trouble when she climbs up over the roof's edge and knocks them out.
To get in a room with an infrared camera, hook a pane of glass over it, as glass is opaque to infrared.
Where Dick is/was: When Dick's life falls apart, he turns to/is jumped on by Roy, who says, "I know how it feels to have your life come apart"
Maybe a side story. Anyway, Roy encourages Tim et al (et al = Steph) to look Dick up, and/or they contact him for info on Dick.
Subject: Important note for Alignment
While this is happening, Dick's life is burning down, but Tim and Steph poke their heads in collectively as Robins, and he ends up back in Gotham.
Last scene: Tim prepping to go see the Titans and the camping trip planned for with his dad.
